Introduction
The National Insurance Corporation (NIC) is pleased to issue this Request for Proposal (RFP) for qualified vendors to supply and install decorations in observance of Saint Lucia’s 47th Independence. The NIC requires indoor and outdoor decorations suitable for the occasion. The awarded vendor will be responsible for supplying, installing and maintaining the decorations for the entire duration of the display period.
Scope of Service
The awarded vendor will be tasked with providing decorations for the following NIC locations:
- Castries Waterfront
- Main lobby, Customer Service and Accounts Department.
- Other Locations
- Blue Coral Mall, Rodney Bay, Vieux-Fort and Soufriere Offices. Decorations are required for the main Customer Service areas in each of these locations.
Note: All decorations must appropriately represent and reflect the spirit of Saint Lucia’s 47th Independence Anniversary.
Minimum Qualifications
To be eligible for consideration, the vendor must meet the following requirements:
- Demonstrate a proven track record in providing decor for major corporations or events.
- Demonstrate first-hand experience in supplying, installing, and maintaining decorative elements.
Evaluation Criteria
Proposals will be evaluated based on the vendor’s qualifications, expertise, and past performance, particularly in the areas of design, installation, and maintenance of similar decorative displays. Selection will be based on the vendor’s ability to deliver high-quality service that aligns with the event’s significance. Final selection of a vendor, terms and conditions of any and all agreements, and authority to proceed with the services, shall be the sole discretion of the NIC. The lowest bidder does not guarantee selection.
Conditions of Proposal Acceptance
This RFP does not commit the NIC to award a contract, to pay any costs incurred in the preparation of a proposal for this RFP, or to procure or contract for any services. The NIC reserves the right to reject any or all proposals received as a result of this request and negotiate with any qualified vendor. The NIC and vendor may agree to add additional areas to the contract by mutual agreement at a later date. The NIC may elect to stop work at any time in the contract and will pay for work completed to that point on a time and material basis.
Submission Requirements
Submission Deadline and Delivery Instructions
Proposals must be submitted in accordance with the specified deadline. Late submissions will not be considered and will be returned unopened. Prospective vendors are responsible for having proposals deposited on time at the place specified and assume all risk of late delivery. Please note that faxed proposals will not be accepted.
Proposal Content
All proposals must include the following content:
- Letter of Introduction: A brief overview of the proposer’s understanding of the proposal, including:
- A representation as to the length of time the proposer has been involved in the design and installation of décor.
- A representation of the proposer’s relevant experience.
- Contact details (name, phone number, email address) for the authorized representative responsible for communicating regarding this RFP
- Price Offer (The proposal should include a clear and detailed cost breakdown for:)
- All decorations and materials
- Installation and removal costs, neither of which is to cause any damage to the premises. In the event of any damage, the vendor shall bear the cost of restoring the premises to its original condition.
- Any additional cost not outlined elsewhere in this proposal.
- Design Samples (To assess the quality of the response to this RFP, the proposer must provide:)
- A rough sketch of the design, which must give a clear visual indication of how the finished product will look.
- Images or actual samples of the elements to be used in the décor should be included. Samples need not be to the scale of the finished product.
